1. To perform such duties in respect of the provision of a full professional quantity surveying service to all clients as experience dictates, with the aim of continually increasing that experience.
2. To undertake responsibility for the pre and post contract service on individual projects.
3. To provide cost advice to clients at all stages of a project from inception to completion.
4. Preparation of cost feasibility studies, estimates, cost plans, including cost advice to clients in connection with capital bids.
5. Preparation and administration of tender documents, including preparation of bills of quantities, schedules of work and specifications.
6. To carry out tender analysis, tender negotiation (as necessary) and prepare tender reports.
7. To prepare cost analyses for projects.
8. To carry out site measures, prepare valuations, financial forecasts, cash flows, prepare, negotiate and settle final accounts with contractor’s, including negotiation and settlement of contractor’s claims.
9. To assist in the training of junior members of staff.
10. To assist with pre and post contract work for maintenance projects where necessary.
11. To act in the role of Project Manager on construction projects (as experience dictates). 12. To provide full quantity surveying and project management services for demolition projects (as experience dictates).
13. To ensure that the Council’s Financial and Contracts Procedure rules are complied with, in particular in relation to the purchase of goods and services and the obtaining of quotations and tenders.
14. To contribute to the aims and objectives of the Division in providing a co-ordinated property advice service to clients.
15. To comply with the provisions of all Data Protection and Computer Misuse Legislation, computer software copyright legislation and the Council’s Computer Security Statement.
16. To comply with the Council’s and Service Group’s Equal Opportunities, Environmental, Sustainability, Customer Care, Health and Safety and other relevant policies.
17. To carry out other duties and responsibilities as are commensurate with the grade of the post subject to any reasonable adjustments under the Disability Discrimination Act.
